回答しようしようと思っていて、時間がなく申し訳ございません。

しかたさんの方法以外にも、「カスタム」を使って管理画面上だけで変更できる方法もあります。

下記に自分がとあるサイトで使用しているカスタム書式を投稿しておきますが、ちょっとボタンを追加削除しています。

theme_concrete_styles: "Note=ccm-note"

上記のフォーマットをいじることによって、ボタンの表示・非表示などを設定できます。
すいませんが、むちゃざっくり投稿なので、本当は各ボタンの説明とか丁寧にしないといけないと思っているんですが・・・。
